Innovative Crime Fighting Through COPS Portal

The Client

The New Castle County Police Department, the largest county police department in Delaware, serving over 60% of the state’s population and covering an area of over 400 square miles, is dedicated to making communities safer through innovative problem solving and cooperative partnerships.

The Business Need

Public safety is a vital issue, and the front line of defense is the police officer patrol in the squad car. The New Castle County, Delaware Police needed a quality, integrated information system to provide real-time communications between officers and the agency about critical activities and information.

The Solution

The Diamond Technologies’ solution to this challenge was the development of COPS, a Computerized Officer Portal System. COPS is a web-enabled centralized information system that provides instantaneous information to the officers and agency on a day-to-day operational basis. Functions of the system include: On Call Roster, Crime Activity, Reports Due, Pending Active Cases, Repeat Calls, Warrants, and Subpoenas. The information can be filtered so officers may receive information tailored to their unit, squad, or district.

Business Impact

COPS facilitates the efficient distribution of real-time operational information to all members of the agency. Patrol officers see information quickly and are able to act promptly on critical information. The system is available to all police personnel through desktop and/or mobile laptops and provides extensive personalization features. Since implementation of the COPS system, New Castle County Police have seen a 4.7% drop in calls for service, a 46% increase in officer initiated activity, $12,000 in reduced printing costs and shorter roll calls.
